This item is a proc when skinning specific mobs. The best proc chance to get Botted Storm comes from the wolves called Scavenging Stormfang, in Isle of Storm. These wolves are located east of Tranquil Strand (see map). You will get 1-2 Bottled Storms each time you proc.
